"Constructing the price of a hospital building"
A comparative analysis of the methods used to determine the cost of a building in France and Belgium may provide an opportunity to clarify the French working methods. To sum up, in France, the cost of a building is determined by clarification of the project programme by the project owner. In Belgium, the approach to determining the price is quite different: a "light" programme with a "target" price is given to competitors at the start of the project. The designer then has the simultaneous task of defining the programme and specifying the price of the building. This iterative process is supported by the project owner and his project management consultants.
We want to show how this working method works and how it has the advantage of "telling the truth" to the project owner as the studies progress...
